„Media Watch: Groundbreaking UN Torture Report Shunned by Mainstream“

The United Nations Special Rapporteur on Torture, Nils Melzer, has issued a report which gives official acknowledgement—possibly for the first time—to aspects of a torture program that has been launched covertly in the US and elsewhere.
But you wouldn’t know it if you read mainstream media. There has been not a word concerning Melzer’s report in the Associated Press, Reuters, the NY Times, the Washington Post, ad nauseum.
The report, entitled “Torture and other cruel, inhuman and degrading treatment,” deals primarily with delineating the differences and commonalities between physical and psychological torture. In so doing, the report devotes a section to what Melzer is calling “cyber torture.” Melzer writes:
State, corporate actors and organized criminals not only have the capacity to conduct cyber operations inflicting severe suffering on countless individuals, but may well decide to do so for any of the purposes of torture.
In a nod to the multiplicity of reports that the SR recently received claiming gang stalking and electronic torture, the report goes on to state that “cybertechnologies can also be used …through intimidation, harassment, surveillance, public shaming and defamation.” The report also expresses concern that cybertechnology may be employed to torture through ….” medical implants, and, conceivably nano- or neurotechnological devices.”
However, this reporter could locate only two established news outlets which even covered the SR’s report, The Guardian and Al Jazeera. At the time of this writing, the large human rights NGOs, which generally include addressing torture as part of their mandate — Amnesty International, Human Rights Watch, Human Rights First, Physicians for Human Rights,
The use of electronic and internet-based devices for the purposes of harassment and worse of ordinary citizens has exploded in the last decade or so. While a few local TV networks have ventured into new territory by running some segments on this phenomenon, this has largely been seen as the dominion of “tin foil hats.” A couple examples of rare TV coverage follow:“

The fact that Melzer’s report seems to have fallen into some sort of black hole raises some questions as to the alliances made by media and NGOs. For example, it is known that the US State Department contributes heavily to some human rights organizations, as do other allied governments. One wonders if their silence has been bought or if there are more complicated political scenarios at play.
As the report delineates, States, corporate actors and organized criminals are listed as those who have the capacity to use cybertechnology to torture. In other words, powerful interests have aligned themselves with the development of these weapons, including the US military.
There is a close relationship between torture and human experimentation. When the Church Committee uncovered details implicating the CIA in using citizens as unwitting guinea pigs in pursuit of creating the “perfect spy,” the agency destroyed their files and the programs continued on, quietly. A recent lawsuit, Edgewood Test Vets, reveals a US government disinterested in the welfare of those soldiers put into these chemical and biological human experimentation programs. After decades of neglect, the Army finally agreed to provide medical care for the test subjects in 2017.
More recently, allegations have surfaced that UCLA Neuropsychiatric Hospital was running a human experimentation program in an inpatient unit, A-South. The program, which was certainly active in the late nineties, appeared to focus on studies of brain electricity and is alleged to have nonconsensually shocked mental patients, as well as giving providing “pharmaceuticals” which resulted in seizure activity. UCLA has brazenly violated the California Public Records Act in failing to respond to requests for routine information about the unit, such as a list of residents who worked there and building plans for the unit, which was reportedly demolished circa 2006.
In her change.org petition, Dr. Millicent Black elucidates the connection between human experimentation and electronic weapons. Black met with Juan Mendez, the former SR on Torture concerning this issue and writes that
Patents for military technology have been identified as the cause of many claims of psychological, physical and emotional harassment. Thousands of people in the United States of America are reporting to be targets of the military training missions and government research and contractors for remote neural monitoring, neural warfare and behavior influence technology via the use of Directed Energy Weapons and electronic harassment.

Dr. Black is a pastor and was also part of Techno Crime Fighters, a weekly broadcast which aired on YouTube for the targeted community.
In 2007, an ACLU attorney in Oregon told me that the “climate wasn’t right” to address police abuse issues. The attorney stated this after documents were leaked to me indicating that the Medford Police Department was taking no action on citizen Internal Affairs complaints, while stating to the complainants that the officers in question had been disciplined. If one expands the definition of police abuse to include systematic abuse of citizens with covert weaponry by government and corporate actors, one may conclude that by tackling these concerns in his report, Dr. Melzer has done a brave and remarkable thing.
At this juncture, surveillance abuse (which is certainly part and parcel of cyber torture) is getting headlines, as the US Senate readies itself to vote on reauthorizing sections of the PATRIOT Act which allow rampant spying on US citizens. Also making headlines is a lawsuit by CAIR, a Muslim Civil Rights organization, questioning the constitutionality of the “Terrorist Watchlist,” a list which clearly now includes non-Muslim journalists and activists and may have connections to a cyber torture program. Parenthetically, the court sided with CAIR. The Department of Justice is appealing the decision.
A confluence of attention is now emerging to highlight the perils of the surveillance state. One might only hope that Big Media and Big Human Rights could drop their defensive guard and help to shine a light on this issue, in the hopes of reinstating a culture where both privacy and freedom might again take root and thrive.

„Genetically engineered viruses could very well become the next generation of warfare. Deadly viruses modified in labs could be released eliminating entire communities of people as they infect making them a … asset to militaries worldwide.
As dystopian as that sounds, the Defense Advanced Research Projects Agency (DARPA) is already working on a project called Insect Allies which will use insects to infect crops with genetically modified viruses that edit the crops’ genetic profile to make them more resilient against disease, as well as natural and manufactured threats to the food supply.
Joe Joseph of The Daily Sheeple said a quick Google search would give you enough information to let you know how horrific this kind of technology can be. “…and you’ll find it fascinating just at how unbelievable a weapon this could be, how unintentionally mistakes can be made that can cause irreversible damage…irreparable damage…to the human race. And I mean, FAST!” Joseph said. “A gene drive…if let’s just say there’s a mistake, you could feasibly wipe out the human race in a very very short period of time. DARPA attempted to squash rising fears about their Insect Allies project and issue reassurances after German and French scientists voiced questions and concerns about the program’s efficacy earlier this month. Those scientists also suggested that it could be “widely perceived as an effort to develop biological agents for hostile purposes and their means of delivery, which—if true—would constitute a breach of the Biological Weapons Convention.”
If the know-how and means exist to transmit genetic viruses that supposedly create beneficial crop mutations, the opposite will also be possible. DARPA will be able to use insects to deliver gene editing viruses that destroy crops, ruin harvests and adversely affect the wider ecosystem, RT accurately pointed out. This means that those who fear this program are not far off at all for doing so.
Another project receiving DARPA funding involves releasing genetically modified mosquitoes in the Florida Keys area to transmit a sterilizing genetic virus to their malaria-carrying counterparts. Apart from the unknown effects upon the wider ecosystem, the knowledge gleaned from such research could one day make it possible for a state, a non-state actor, or a non-state actor working on behalf of a state to accidentally or deliberately use insect vectors to unleash a variety of biological agents and genetic viruses upon an unsuspecting population.
Russian president Vladimir Putin expressed his concerns over the potential for a human killing genetically engineered virus just last year. Whilst chairing a meeting of Russia’s Human Rights Council, Putin stated: “… do you know that biological material is being collected all over the country, from different ethnic groups and people living in different geographical regions of the Russian Federation? The question is – why is it being done? It’s being done purposefully and professionally. We are a kind of object of great interest.”

Gefährdung der Welt durch Bewaffnung der KI-Fähigkeiten Chinas, die auf der One Belt One Road (BRI) zwischen Asien, dem Nahen Osten, Afrika und Europa liegen und die gesamte Menschheit gefährden. Gleiche Verstöße gegen die Tatsachen Nr. 1, 2 und 3.
6. Falsche Darstellung der Welt und Täuschung der USA über Googles Aktivitäten in China und deren Technologietransfers, die zu Chinas Fortschritten bei der Quanten-KI, Überwachung, Missbrauch, Folter, Konzentrationslagern und Mord an den eigenen Bürgern beigetragen haben. Gleiche Verstöße gegen die Tatsachen Nr. 1, 2 und 3.
7. Bereitstellung von Gesundheits-, biometrischen, finanziellen und sozialen Netzwerkdaten von Amerikanern und der Weltbürgerschaft, die in den Händen der chinesischen Regierung liegt und die Welt und alle ihre Völker im 5G-Netzwerk gefährdet.
8. Schaffung einer miteinander verbundenen Plattform zwischen Facebook, Google, Alphabet, allen Einheiten unter Neuralink und DeepMind, die es einem digitalen Gehirn ermöglicht, eine Verbindung zum Internet, allen digitalen und bio-digitalen Netzwerken, menschlichen Körpern, Maschinen, Robotern, IoTs und Augmented herzustellen Realität, virtuelle Realität, gemischte Realität, Hologramme und andere Technologien, die zur Überwachung, Verfolgung, Manipulation, Kontrolle, Social Engineer, Re-Engineering, Reprogrammierung, Gehirnwäsche, Jagd, Quarantäne, Drohung, Verhaftung und Begehung eines kulturellen Völkermords verwendet werden können und Menschen durch Maschinen, bio-digitale KI, digitale KI und Robotik zu töten, die mit 5G, 6G und anderen Netzwerken und Unternehmenskommandozentralen verbunden sind

Verstoß gegen Artikel 1, 2, 3 und 4 der Genozid-Konvention zur Waffe gegen Chinas künstliche Intelligenz, Gesichts-, Sprach- und andere biometrische Technologien, die bei chinesischen Bürgern angewendet wurden. Nicht auszuschließen sind genetische Experimente an Menschen in chinesischen Konzentrationslagern, einschließlich hybrider menschlicher Experimente in den Konzentrationslagern.

Einführung, Planung, Förderung und Beteiligung an physischem und kulturellem Völkermord an der Menschheit durch Ersetzen ihrer Betriebssysteme für neuronale Netze durch künstliche Intelligenz und Maschinen, Verschmelzung von Menschen mit Maschinen unter Vernetzung des Internets, Förderung interner technischer Experimente von Angeklagten und Konsumgütern; von den Angeklagten direkt und indirekt zur Verfügung gestellt und an die Öffentlichkeit übertragen.

KI-Waffe durch Nutzung von biometrischen und Social-Media-Daten aus den Geisteswissenschaften und Missbrauch der Technologie durch Kontrolle der menschlichen Rasse und ihrer Gedanken durch Social Engineering und bio-digitale soziale Programmierung unter Verwendung der biometrischen Systeme der Menschen über Google und Facebooks Ökosysteme, Codierung , Ungerechtigkeit von Algorithmen, unter Verwendung von Social-Media-Daten, deren Emotionen, Waffen des Internets, Smartphones, IoTs und Computern, wodurch menschliche Gedanken und die Menschheit auf globaler Ebene gegen ihren freien Willen und ihr Wissen kontrolliert werden. Die deutsche Politik hat zu spät auf das Coronavirus reagiert. Jetzt muss die ganze Gesellschaft lahmgelegt werden. Angesichts dieser weitreichenden Einschränkungen brauche es demokratischen Widerstandsgeist, mahnt der Journalist Vladimir Balzer.
Dieses Deutschland ist kaum wiederzuerkennen. Alles ist ausgesetzt, was unser Leben lebenswert macht: Freunde treffen, Kultur genießen, sich in seinem Beruf verwirklichen, neue Länder kennen lernen, frei sein.
Warum nehmen wir das einfach so hin? Noch bevor die Frage gestellt ist, kommt aus hunderttausenden Kehlen die Antwort: Die Virologen sagen, dass es sein muss. Wir müssen unsere Freiheit aufgeben. Wir müssen uns fügen. Ja, natürlich, muss die Ausbreitung des Virus verlangsamt werden, um das Gesundheitssystem nicht zu überlasten. Ja, dafür muss einiges mobilisiert werden.
Bürger bereit für höchstes Opfer: die Freiheit.

Man könnte jetzt einwenden: Ist doch nur ein paar Wochen. Ja, mag sein. Aber genau dieses Durchspielen einer geschlossenen Gesellschaft ist gefährlich. Allein die Möglichkeit, dass wir dieses freie, offene Land ohne Diskussionen und spürbare Widerstände einfach so lahmlegen, dass wir Grundrechte außer Kraft setzen, dass wir Menschen denunzieren, die es wagen, eine Runde im Park zu drehen, dass wir eine Zwangsgemeinschaft aufbauen – allein diese Möglichkeit, ist ein Spiel mit dem Feuer.
Eingeschränkte Freiheitsrechte als Verlust wahrnehmen.
Wir zeigen damit, dass es geht: Demokratie und Freiheit abschaffen. War das nicht das Jahr in dem wir die Deutsche Einheit feiern? 30 Jahre Friedliche Revolution? Schon vergessen?
Natürlich gibt es auch in dieser Krise Hoffnung. Irgendwann sind wir durch. Aber was kommt dann? Vor welcher Gesellschaft werden wir dann stehen? Was haben wir dann? Stunde null? Wie nach einem Krieg?
Die Kulturszene könnte jedenfalls bis dahin gerodet sein und die meisten Freiberufler verarmt. Hunderttausende kleine Unternehmer, die die Lebendigkeit unserer Wirtschaft ausmachen, könnten aufgegeben haben. Staatliche Hilfsprogramme werden nicht ausreichen, können es gar nicht.
Was es jetzt noch dringender als finanzielle Hilfe braucht, ist ein demokratischer Widerstandsgeist. Auch wenn wir vor einer geschlossenen Gesellschaft stehen: sich nicht auf Dauer damit abfinden. Jeden Tag, an dem Freiheitsrechte eingeschränkt sind, als Verlust wahrnehmen.
Und, wenn dieser Alptraum vorbei ist, darauf bestehen, dass Deutschland noch freier und noch liberaler wird. Darauf bestehen, dass wir dieses Land hier eines Tages wiedererkennen.“

UN Human Rights Council (HRC) Special Rapporteur on torture revealed during the 43rd HRC that Cyber technology is not only used for internet and 5G. It is also used to target individuals remotely – through intimidation, harassment and public shaming.
„Psychological torture is being exploited by states to circumvent the more widely understood ban on physically inflicting pain and may open the way to a future of “cybertorture”, the UN torture rapporteur has said.“
On the 28th of February in Geneva, Professor Nils Melzer, UN Special Rapporteur on Torture and other Cruel Inhuman Degrading Treatment and Punishment, has officially confirmed that cyber torture exists and investigation is now underway on how to tackle it legally.
Electromagnetic radiation, radar, and surveillance technology are used to transfer sounds and thoughts into people’s brain. UN started their investigation after receiving thousands of testimonies from so-called “targeted individuals” (TIs).
Professor Nils Melzer is an expert in international law and since 2016 he holds the Human Rights Chair at the Geneva Academy of International Humanitarian Law and Human Rights. His team has found evidence that Cyber technology is used to inflict severe mental and physical sufferings.
“Judges think that physical torture is more serious than cruel, inhuman or degrading treatment,” he told the Guardian on 21 February. “Torture is simply the deliberate instrumentalization of pain and suffering.” These psychological torture methods are often used “to circumvent the ban on torture because they don’t leave any visible marks”.
Cyber psychological systems like cognitive radio are used to interrupt human perceptions and memory. They can also be used to spy on people violating personal integrity which could lead to corruption and slavery in society. Cyber torture is also called no-touch torture or brain-machine interface.
One way to handle this situation is to regulate new technologies and use AI control mechanisms by independent and impartial investigators. The evidence gathered could then be used to convict criminals easier and quicker in the future.
Professor Meltzer and his team is now underway to create an international legal framework covering cyber technologies that can cause torture which previously was hard to prove. In the future it may be necessary to establish Radio Frequency Spectrum police in order to protect humanity from cyber terrorism. Nils Meltzer also revealed to me personally that the HRC will release several reports on this subject soon in the future.

In his UN Report released on 14 February, 2020 (Click on A/HRC/43/49 at this List of Reports) prior to his
presentation at the HRC in Geneva, Professor Melzer has for the first time drawn special attention to
cybertechnologies and the unsettling phenomenon of governments worldwide investing today in “methods of torture
which can achieve purposes of coercion, intimidation, punishment, humiliation or discrimination without causing
readily identifiable physical harm or traces.”

Professor Melzer has stated in this report that the current resurfacing of unethical Cold War/MK ULTRA-derived
interrogational technologies under cover of euphemistic labels such as special interrogation for purposes of
“counter-terrorism” and “deterrence”-based detainment” has coincided with “new and emerging technologies (which)
give rise to unprecedented tools and environments of non-physical interaction which must be duly considered in the
contemporary interpretation of the prohibition of torture.”
This precedent-setting report–which will be further reported at this site and can be read in full here–focuses on
aspects of Psychological Torture but makes specific reference to mind-control experimentation and to the need for
an expanding treatment of the prohibition of torture and international legal obligations in light of such new
technologies as “artificial intelligence, robotics, nano- and neurotechnology, or pharmaceutical and biomedical
sciences including so-called “human enhancement.”

It was with the development of the first supercomputers, system for controlling the mind, brain and behavior was established. This was a part of the new science of cybernetics, which became public 1948 when the American professor Norbert Wiener published his book with the same title. The researchers’ project of mind control is most often classified as behavior or cognitive manipulation. The scientific magazine Science had 14-pages in their 1956 November issue under the heading “Some Issues Concerning the Control of Human Behavior”, and Professor Carl R Rogers said: “We can choose to use our growing knowledge to enslave people in ways never dreamed of before, controlling them by means so carefully selected that they will perhaps never be aware of their loss of personhood”. He added the possibility for political use: “Of all the dictatorships espoused by utopists, this is the most profound, and incipient dictators might well find in this utopia a guidebook of political practice…”but mentioned the probable misuse in democratic countries. This scared many. In the USA books were published, articles written and speeches held by leading people about the danger. The threat of exploitation of humans by a remote control technology became apparent. The American professor of psychiatry Joost Meerloo, released his book “The Rape of the Mind” (1956) in which he said:“The tragic facts of political experiences in our age make it all too clear that applied psychological technique can brainwash entire nations and reduce their citizens to a kind of mindless robotism which becomes for them a normal way of living.”
The EU´s Ethical Board with the Swedish Professor Hermerén as chairman protested and wrote in their 2005-declaration to the EU-Commission: “Implants used for changing the identity, memory, self perception and perception of others should be forbidden”. But the Swedish military research (FOI) declares in their report of activities that their aim is to direct the cognitive functions of people for a life time: “FOI develops systems with emphasis on the interaction between people and technology. The goal is that the systems be designed that human cognitive potential, i.e. the ability to perceive, understand, and sorting information can be utilized for´maximum system effect.” An implanted nightmare of this new kind will become permanent if not made public by mass media. This development can only continue as long as it takes place without public knowledge. Journalists, social activists and sensible politicians, among others, will not want to live their lives with an electronic leash attached to their brain, like a kind of cattle, any more than the rest of the population do.
