‘Gotham’ software written by Palantir shows how government agencies can use very little information to obtain quick access to anyone’s personal minutiae.
VICE NEWS Motherboard via public records request has revealed shocking details of capabilities of California law enforcement involved in Fusion Centers, once deemed to be a conspiracy theory like the National Security Agency (NSA) which was founded in 1952, and its existence hidden until the mid-1960s. Even more secretive is the National Reconnaissance Office (NRO), which was founded in 1960 but remained completely secret for 30 years.
Some of the documents instructing California law enforcement (Northern California Regional Intelligence Center) “Fusion Center” are now online, and they show just how much information the government can quickly access with little or no knowledge of a person of interest.
“The guide doesn’t just show how Gotham works. It also shows how police are instructed to use the software,” writes Caroline Haskins.
“This guide seems to be specifically made by Palantir for the California law enforcement because it includes examples specific to California.”
According to DHS, “Fusion centers operate as state and major urban area focal points for the receipt, analysis, gathering, and sharing of threat-related information between federal; state, local, tribal, territorial (SLTT); and private sector partners” like Palantir. Further, Fusion Centers are locally owned and operated, arms of the “intelligence community,” i.e. the 17 intelligence agencies coordinated by the National Counterterrorism Center (NCTC). However, sometimes the buildings are staffed by trained NSA personnel like what happened in Mexico City, according to a 2010 Defense Department (DOD) memorandum.
Palantir is a private intelligence data management company mapping relationships between individuals and organizations alike founded by Peter Thiel and CEO Alex Karp. You may remember Palantir from journalist Barrett Brown, Anonymous’ hack of HBGary, or accusations that the company provided the technology that enables NSA’s mass surveillance PRISM. Founded with early investment from the CIA and heavily used by the military, Palantir is a subcontracting company in its own right. The company has even been featured in the Senate’s grilling of Facebook, when Washington State Senator Maria Cantwell asked CEO Mark Zuckerberg, “Do you know who Palantir is?” due to Peter Thiel sitting on Facebook’s board.
In 2011, Anonymous’ breach exposed HBGary’s plan, conceived along with data intelligence firm Palantir, and Berico Technologies, to retaliate against WikiLeaks with cyber attacks and threaten the journalism institutions supporters. Following the hack and exposure of the joint plot, Palantir attempted to distance itself from HBGary, which it blamed for the plot.

This was in part because Palantir had in 2011 scored $250 million in deals ; its customers included the CIA, FBI, US Special Operations Command, Army, Marines, Air Force, LAPD and even the NYPD. So the shady contractor had its reputation to lose at the time being involved in arguably criminal activity against WikiLeaks and its supporters.
Palantir describes itself as follows based on its website:
Palantir Law Enforcement supports existing case management systems, evidence management systems, arrest records, warrant data, subpoenaed data, RMS or other crime-reporting data, Computer Aided Dispatch (CAD) data, federal repositories, gang intelligence, suspicious activity reports, Automated License Plate Reader (ALPR) data, and unstructured data such as document repositories and emails.
Palantir’s software, Bloomberg reports,
combs through disparate data sources—financial documents, airline reservations, cellphone records, social media postings—and searches for connections that human analysts might miss. It then presents the linkages in colorful, easy-to-interpret graphics that look like spider webs.
Motherboard shows how Fusion Center police can now utilize similar technology to track citizens beyond social media and online web accounts with people record searches, vehicle record searches, a Histogram tool, a Map tool, and an Object Explorer tool. Police can then click on an individual in the chart within Gotham and see every personal detail about a target and those around them, from email addresses to bank account information, license information, social media profiles, etc., according to the documents.
Palantir’s software in many ways is similar to the Prosecutor’s Management Information System (PROMIS) stolen software Main Core and may be the next evolution in that code, which allegedly predated PRISM. In 2008, Salon.com published details about a top-secret government database that might have been at the heart of the Bush administration’s domestic spying operations. The database known as “Main Core” reportedly collected and stored vast amounts of personal and financial data about millions of Americans in event of an emergency like Martial Law.
The only difference is, again, this technology is being allowed to be deployed by Fusion Center designated police and not just the National Security Agency. Therefore, this expands the power that Fusion Center police — consisting of local law enforcement, other local government employees, as well as Department of Homeland Security personnel — have over individual American citizens.
This is a huge leap from allowing NSA agents to access PRISM database search software or being paid by the government to mine social media for “terrorists.”
Fusion Centers have become a long-standing target of civil liberties groups like the EFF, ACLU, and others because they collect and aggregate data from so many different public and private sources.
On a deeper level, when you combine the capabilities of Palantir’s Gotham software, the abuse of the Department of Motor Vehicles (DMV) database for Federal Bureau of Investigations/Immigration and Customs Enforcement, and facial recognition technology, you have the formula for a nightmarish surveillance state. Ironically, or perhaps not, that nightmare is the reality of undocumented immigrants as Palantir is one of several companies helping sift through data for the raids planned by ICE, according to journalist Barrett Brown.“

„A recently unclassified report from the Pentagon from 1998 has revealed an investigation into using laser beams for a few intriguing potential methods of non-lethal torture. Some of the applications the report investigated include putting voices in people’s heads, using lasers to trigger uncontrolled neuron firing, and slowly heating the human body to a point of feverish confusion – all from hundreds of meters away.
A US citizen requested access to the document, entitled „Bioeffects of Selected Non-Lethal Weapons,“ under the Freedom of Information Act a little over a year ago. There is no evidence that any of the technologies mentioned in the 10-year-old report have been developed since the time it was written.
The report explained several types of non-lethal laser applications, including microwave hearing, disrupted neural control, and microwave heating. For the first type, short pulses of RF energy (2450 MHz) can generate a pressure wave in solids and liquids. When exposed to pulsed RF energy, humans experience the immediate sensation of „microwave hearing“ – sounds that may include buzzing, ticking, hissing, or knocking that originate within the head.
Studies with guinea pigs and cats suggest that the mechanism responsible for the phenomenon is thermoelastic expansion. Exposure to the RF pulses doesn´t cause any permanent effects, as all effects cease almost immediately after exposure ceases. As the report explains, tuning microwave hearing could enable communicating with individuals from a distance of up to several hundred meters.
„The phenomenon is tunable in that the characteristic sounds and intensities of those sounds depend on the characteristics of the RF energy as delivered,“ the report explains. „Because the frequency of the sound heard is dependent on the pulse characteristics of the RF energy, it seems possible that this technology could be developed to the point where words could be transmitted to be heard like the spoken word, except that it could only be heard within a person´s head. In one experiment, communication of the words from one to ten using ´speech modulated´ microwave energy was successfully demonstrated. Microphones next to the person experiencing the voice could not pick up these sounds. Additional development of this would open up a wide range of possibilities.“
The report predicts that communicating at longer distances would be possible with larger equipment, while shorter range signals could be generated with portable equipment. Putting voices in people´s heads could cause what the report calls „psychologically devastating“ effects. The technology might even allow for communicating with an individual hostage surrounded by captors, although this would require „extreme directional specificity.“
With another weapon, electromagnetic pulses could be used to disrupt the brain´s functioning, although this technology was still in the theoretical stages at the time.
Under normal conditions, all brain structures function with specific rhythmic activity depending on incoming sensory information. Sometimes, the brain synchronizes neuronal activity in order to focus on a specific task, but the degree of neuronal synchronization is highly controlled. However, under certain conditions (such as physical stress or heat stroke), more areas of the brain can fire in a highly synchronized manner, and may begin firing uncontrollably.
The report describes a method for replicating this highly synchronized neuron firing across distances of several hundred meters. High-voltage (100 kV/m) electromagnetic pulses lasting for one nanosecond could trigger neurons to fire, disrupting the body´s controlled firing activity. Short-term effects may include loss of consciousness, muscle spasms, muscle weakness, and seizures lasting for a couple minutes. These high-voltage pulsed sources, which would require an estimated frequency of 15 Hz, exist today.
Another form of non-lethal torture described in the report is microwave heating. By raising the temperature of the body to 41°C (105.8°F), humans can experience sensations such as memory loss and disorientation, and exhibit reduced aggression. According to the report, humans can survive temperatures up to 42°C (107.6°F), at which time prolonged exposure can result in permanent brain damage or death.
The microwave heating technique was tested on a Rhesus monkey, where a 225 MHz beam caused an increase in the animal´s body temperature. Depending on the dosage level, the temperature increase occurred within a time of 15 to 30 minutes. After the beam was removed, the animal´s body temperature decreased back to normal. The report suggests the technique could be useful for controlling crowds or in negotiations.
While the investigations reveal intriguing techniques for non-lethal torture, the report does not mention plans for carrying out specific experiments or studies in the future. “

We often hear people saying “I am feeling low”, “I feel some kind of negativity”, “this place is negative”, “I heard someone”, “I saw something” so on and so forth. All these thoughts, words, feelings and emotions point towards a negative presence or a negative entity.
William J. Baldwin in his book, Healing Lost Souls: Releasing Unwanted Spirits from Your Energy Body, said, “Spirit possession or control by non-physical entity goes against our most basic human and spiritual rights. Psychic intervention, spirit intrusions, negative vibrations, disruptions etc., these things impact our lives physically, mentally, emotionally, and spiritually. These entities are spirit beings without a physical body, but are stuck in the middle world (Earth). They are looking for material gratification, which is impossible without a material body and therefore penetrate into people’s aura, which resonate with their frequency.
From my experience, once in a personal session with a therapist, I was exposed to the presence of 17 entities in my aura field, who were feeding like parasites on my vital force, positive thoughts, giving me tail bone ache and promoting negativity in my life.

Can we have negative entities in our aura?
