The National Museum of the U.S. Air Force at Wright-Patterson Air Force Base near Dayton, Ohio. A potentially severe leak of American intelligence on foreign nations‘ military capability has occurred at the base.
The FBI is investigating a leak of more than 1,000 pages of highly sensitive classified documents from a critical American air and space intelligence unit, Forbes has learned.
The files were taken home by a contractor at the U.S. Air Force National Air and Space Intelligence Center (NASIC) based out of Ohio’s Wright-Patterson Air Force Base, according to a search warrant filed June 21. NASIC is a Department of Defense intelligence unit that analyses intelligence on foreign air, cyber and space threats. That includes intelligence on military systems and equipment of other nation states.
“This case is particularly concerning given the intelligence mission, with implications across U.S. security apparatus not just housed at the base,” said Graham Brookie, a former U.S. government advisor on homeland security and counterterrorism.
The files, many of which were marked ‘TOP SECRET,’ were uncovered by the Fairborn City Police Department on May 25, the FBI wrote in its search warrant application. Officers came upon the files as they were investigating an alleged “marijuana growing facility” believed to have been located at the home of the suspect, Izaak Vincent Kemp, according to the warrant. The police did find marijuana, but the case was escalated to the FBI after the discovery of the classified papers, the warrant revealed.
The documents should have had especially strong safeguards from leaking as they were marked as being protected by “Special Access Programs.” Such files are deemed so sensitive they require additional security beyond what’s normally provided for classified files and should only be stored in segregated, highly protected environments.
The Air Force said the contractor was never authorized to remove the classified documents from the NASIC “and would have had to make a concerted effort to bypass security checkpoints” when taking them home, the search warrant read. The government did not reveal just what was contained in the files.

Little is known about Kemp, though public records indicate he’s 33 years old, while he is listed as a past student of Wright State University in Dayton, Ohio, where he wrote papers on technologies for applications in aerospace. No charges have been filed against anyone with his name, either in state or local court, according to searches of government records databases. The search warrant didn’t detail his job title or employer, but did note he was “known to work on computers” in his role at the intelligence center and had a top secret security clearance.
Kemp declined to talk to Forbes. His counsel, Mark Wieczorek, from the Columbus-based Joslyn Law Firm, said he didn’t have a comment “at this time.”
Kemp admitted to police that he’d printed the files at work and had simply taken them home „for storage,“ according to the government’s narrative. After being questioned, he gave consent for police to seize and search his laptop, phone and hard drive.
The FBI said it had no comment. The U.S. attorney’s office for southern Ohio said the investigation was ongoing, no charges have been filed and so it wouldn’t be commenting. The Wright-Patterson Air Force Base had not provided comment at the time of publication.
That the files were taken from NASIC is a concern given the information it holds, said Jim Lewis, a former U.S. foreign service officer and now senior vice president at the Center for Strategic and International Studies (CSIS), a think tank. If the government’s account is accurate, Kemp „has access to a lot of good data,“ Lewis said. „NASIC is one of the big centers they have to look at foreign military airspace activities and technologies. So, it’s good stuff.“
„Usually when people take these things they mean to sell them to someone… normally it’d be the Chinese,“ he added, noting the intent was not specified in the court document.
As for what the investigation indicates regarding the prevention of such leaks, Lewis added: “Security wasn’t tight enough if they only found it by stumbling on his dope farm.”
“Leaks of top secret material are always serious and almost always require some degree of premeditation—as opposed to impulse—because of the complex, layered systems in place to guard that material,” added Brookie, who’s now director of the Atlantic Council’s Digital Forensics Lab.
The probe into Kemp’s actions is reminiscent of the investigation into Harold T. Martin III, a contractor at the NSA who was arrested for taking classified files home from work whilst a Booz Allen Hamilton employee. It was alleged Martin took home much more data than Kemp, though: up to 50 terabytes about NSA operations. He pleaded guilty in March to willful retention of government property and faces up to nine years in jail when he’s sentenced later this month.“

Meteorologists who fear that 5G frequencies will greatly reduce their ability to accurately predict the weather.
Utility companies fear that 5G will interfere with their already problematic Smart Grids and Smart Meters.
Security experts fear cyberattacks on the easily hacked 5G and Internet of Things (IoT) technologies could lead to catastrophic consequences (see 1, 2).
Unfortunately, this hasn’t stopped 5G installation everywhere – including in Canada – despite publicized opposition from doctors, scientists, and former Microsoft Canada president, Frank Clegg.

„Nearly 4 years ago, I wrote an article entitled, “Lasers and Electronic Warfare To Be Used in New World of Drones and Anti-Drones,” wherein I detailed the trend toward using directed energy weapons in warfare. Unfortunately, it appears that much of the speculation at that time about whether or not this was merely the military-industrial complex looking to fund more boondoggle projects that would never see the light of day actually has become reality.

If swarms of enemy small attack boats armed with guns and explosives approached a Navy ship, alongside missile-armed drones and helicopters closing into strike range, ship commanders would instantly begin weighing defensive options – to include interceptor missiles, electronic warfare, deck-mounted guns or area weapons such as Close-in-Weapons System.
Now, attacks such as these will also be countered with laser weapons being added to the equation, bringing new dimensions to maritime warfare on the open sea.
By 2021, U.S. Navy destroyers will be armed with new ship-fired lasers able to sense and incinerate enemy drones, low-flying aircraft and small boat attacks — all while firing at the speed of light.
The system is called HELIOS (High-Energy Laser and Integrated Optical-Dazzler with Surveillance,) which appears to be a similar system to that of another one that I covered in that previous article from German company, Rheinmetall Defense Electronics, simply called HEL (High-Energy Laser), which they referred to as “HEL on wheels.”
As nation after nation becomes wired for war and neutralizes then surpasses each other, new methods must be developed to maintain military supremacy. This is the nature of military conflict and one of the prime reasons why the world seems to have new security threats each and every day. It becomes one endless problem-reaction-solution loop that only serves to benefit those who are invested in each of the three components.

„A recently unclassified report from the Pentagon from 1998 has revealed an investigation into using laser beams for a few intriguing potential methods of non-lethal torture. Some of the applications the report investigated include putting voices in people’s heads, using lasers to trigger uncontrolled neuron firing, and slowly heating the human body to a point of feverish confusion – all from hundreds of meters away.
A US citizen requested access to the document, entitled „Bioeffects of Selected Non-Lethal Weapons,“ under the Freedom of Information Act a little over a year ago. There is no evidence that any of the technologies mentioned in the 10-year-old report have been developed since the time it was written.
The report explained several types of non-lethal laser applications, including microwave hearing, disrupted neural control, and microwave heating. For the first type, short pulses of RF energy (2450 MHz) can generate a pressure wave in solids and liquids. When exposed to pulsed RF energy, humans experience the immediate sensation of „microwave hearing“ – sounds that may include buzzing, ticking, hissing, or knocking that originate within the head.
Studies with guinea pigs and cats suggest that the mechanism responsible for the phenomenon is thermoelastic expansion. Exposure to the RF pulses doesn´t cause any permanent effects, as all effects cease almost immediately after exposure ceases. As the report explains, tuning microwave hearing could enable communicating with individuals from a distance of up to several hundred meters.
„The phenomenon is tunable in that the characteristic sounds and intensities of those sounds depend on the characteristics of the RF energy as delivered,“ the report explains. „Because the frequency of the sound heard is dependent on the pulse characteristics of the RF energy, it seems possible that this technology could be developed to the point where words could be transmitted to be heard like the spoken word, except that it could only be heard within a person´s head. In one experiment, communication of the words from one to ten using ´speech modulated´ microwave energy was successfully demonstrated. Microphones next to the person experiencing the voice could not pick up these sounds. Additional development of this would open up a wide range of possibilities.“
The report predicts that communicating at longer distances would be possible with larger equipment, while shorter range signals could be generated with portable equipment. Putting voices in people´s heads could cause what the report calls „psychologically devastating“ effects. The technology might even allow for communicating with an individual hostage surrounded by captors, although this would require „extreme directional specificity.“
With another weapon, electromagnetic pulses could be used to disrupt the brain´s functioning, although this technology was still in the theoretical stages at the time.
Under normal conditions, all brain structures function with specific rhythmic activity depending on incoming sensory information. Sometimes, the brain synchronizes neuronal activity in order to focus on a specific task, but the degree of neuronal synchronization is highly controlled. However, under certain conditions (such as physical stress or heat stroke), more areas of the brain can fire in a highly synchronized manner, and may begin firing uncontrollably.
The report describes a method for replicating this highly synchronized neuron firing across distances of several hundred meters. High-voltage (100 kV/m) electromagnetic pulses lasting for one nanosecond could trigger neurons to fire, disrupting the body´s controlled firing activity. Short-term effects may include loss of consciousness, muscle spasms, muscle weakness, and seizures lasting for a couple minutes. These high-voltage pulsed sources, which would require an estimated frequency of 15 Hz, exist today.
Another form of non-lethal torture described in the report is microwave heating. By raising the temperature of the body to 41°C (105.8°F), humans can experience sensations such as memory loss and disorientation, and exhibit reduced aggression. According to the report, humans can survive temperatures up to 42°C (107.6°F), at which time prolonged exposure can result in permanent brain damage or death.
The microwave heating technique was tested on a Rhesus monkey, where a 225 MHz beam caused an increase in the animal´s body temperature. Depending on the dosage level, the temperature increase occurred within a time of 15 to 30 minutes. After the beam was removed, the animal´s body temperature decreased back to normal. The report suggests the technique could be useful for controlling crowds or in negotiations.
While the investigations reveal intriguing techniques for non-lethal torture, the report does not mention plans for carrying out specific experiments or studies in the future. “

A bizarre online campaign suggesting that UFO enthusiasts storm Area 51 in search of alien secrets hidden at the infamous base has seemingly garnered the support of nearly 200,000 people. The wild idea is reportedly the brainchild of a group of online agitators who created a Facebook event titled ‚Storm Area 51, They Can’t Stop All of Us.‘ Although the proposed gathering appears to have been just a joke, the concept captured the imagination of the masses online.
To date, a whopping 181,000 people have declared that they are ‚attending‘ the event and another 200 thousand individuals have expressed interest in joining in on the action which is set to take place on Friday, September 20th at 3 AM. Of course, as anyone who has haphazardly accepted an online invitation to a distant relative’s art gallery opening or dance recital can attest, the vast majority of the people who indicated plans to join in the horde almost certainly will not be in attendance when the big day arrives.
That said, there’s a very real possibility that some foolhardy individuals may genuinely make an effort to storm Area 51 on September 20th when organizers allegedly plan to „meet up at the Area 51 Alien Center tourist attraction and coordinate our entry.“ Aside from the installation’s incredibly stringent security measures which prevent unauthorized visitors, the very fact that the date and time of the planned surge is public knowledge is a pretty good indication that the daring gambit will prove futile. It could also wind up being criminal should would-be trespassers push the proverbial envelope and really try to gain entry to the base.
C2C’s George Knapp, who famously broke the story that Area 51 existed back in 1989, responded to the idea on Twitter by noting that „this plan has been proposed multiple times over the last 30 years. Then, as now, it’s a really bad idea.“ To that end,… and that „base security is more than capable of handling Winnebago trespassers.“ With that in mind, it would undoubtedly be wise for the idea to remain in the daydreams of UFO enthusiasts sitting at their computer rather than being put into practice.“
