    But the emerging narrative of an “AI arms race” reflects a mistaken view of the risks from AI—and introduces significant new risks as a result. For each country, the real danger is not that it will fall behind its competitors in AI but that the perception of a race will prompt everyone to rush to deploy unsafe AI systems. In their desire to win, countries risk endangering themselves just as much as their opponents.
    AI promises to bring both enormous benefits, in everything from health care to transportation, and huge risks. But those risks aren’t something out of science fiction; there’s no need to fear a robot uprising. The real threat will come from humans.
    Right now, AI systems are powerful but unreliable. Many of them are vulnerable to sophisticated attacks or fail when used outside the environment in which they were trained. Governments want their systems to work properly, but competition brings pressure to cut corners. Even if other countries aren’t on the brink of major AI breakthroughs, the perception that they’re rushing ahead could push others to do the same.     Imagine a future technology that would provide instant access to the world’s knowledge and artificial intelligence, simply by thinking about a specific topic or question. Communications, education, work, and the world as we know it would be transformed.
    Writing in Frontiers in Neuroscience, an international collaboration led by researchers at UC Berkeley and the US Institute for Molecular Manufacturing predicts that exponential progress in nanotechnology, nanomedicine, AI, and computation will lead this century to the development of a “Human Brain/Cloud Interface” (B/CI), that connects neurons and synapses in the brain to vast cloud-computing networks in real time.
    Nanobots on the brain
    The B/CI concept was initially proposed by futurist-author-inventor Ray Kurzweil, who suggested that neural nanorobots – brainchild of Robert Freitas, Jr., senior author of the research – could be used to connect the neocortex of the human brain to a “synthetic neocortex” in the cloud. Our wrinkled neocortex is the newest, smartest, ‘conscious’ part of the brain.
    Freitas’ proposed neural nanorobots would provide direct, real-time monitoring and control of signals to and from brain cells.
    “These devices would navigate the human vasculature, cross the blood-brain barrier, and precisely autoposition themselves among, or even within brain cells,” explains Freitas. “They would then wirelessly transmit encoded information to and from a cloud-based supercomputer network for real-time brain-state monitoring and data extraction.”
    The internet of thoughts
    This cortex in the cloud would allow “Matrix”-style downloading of information to the brain, the group claims.
    “A human B/CI system mediated by neuralnanorobotics could empower individuals with instantaneous access to all cumulative human knowledge available in the cloud, while significantly improving human learning capacities and intelligence,” says lead author Dr. Nuno Martins.
    B/CI technology might also allow us to create a future “global superbrain” that would connect networks of individual human brains and AIs to enable collective thought.
    “While not yet particularly sophisticated, an experimental human ‘BrainNet’ system has already been tested, enabling thought-driven information exchange via the cloud between individual brains,” explains Martins. “It used electrical signals recorded through the skull of ‘senders’ and magnetic stimulation through the skull of ‘receivers,’ allowing for performing cooperative tasks.
    “With the advance of neuralnanorobotics, we envisage the future creation of ‘superbrains’ that can harness the thoughts and thinking power of any number of humans and machines in real time. This shared cognition could revolutionize democracy, enhance empathy, and ultimately unite culturally diverse groups into a truly global society.”
    When can we connect?
    According to the group’s estimates, even existing supercomputers have processing speeds capable of handling the necessary volumes of neural data for B/CI – and they’re getting faster, fast.
    Rather, transferring neural data to and from supercomputers in the cloud is likely to be the ultimate bottleneck in B/CI development.
    “This challenge includes not only finding the bandwidth for global data transmission,” cautions Martins, “but also, how to enable data exchange with neurons via tiny devices embedded deep in the brain.”
    One solution proposed by the authors is the use of ‘magnetoelectric nanoparticles’ to effectively amplify communication between neurons and the cloud.

    “These nanoparticles have been used already in living mice to couple external magnetic fields to neuronal electric fields – that is, to detect and locally amplify these magnetic signals and so allow them to alter the electrical activity of neurons,” explains Martins. “This could work in reverse, too: electrical signals produced by neurons and nanorobots could be amplified via magnetoelectric nanoparticles, to allow their detection outside of the skull.”
    Getting these nanoparticles – and nanorobots – safely into the brain via the circulation, would be perhaps the greatest challenge of all in B/CI.
    “A detailed analysis of the biodistribution and biocompatibility of nanoparticles is required before they can be considered for human development. Nevertheless, with these and other promising technologies for B/CI developing at an ever-increasing rate, an ‘internet of thoughts’ could become a reality before the turn of the century,” Martins concludes.

    Human Brain/Cloud Interface
    The Internet comprises a decentralized global system that serves humanity’s collective effort to generate, process, and store data, most of which is handled by the rapidly expanding cloud. A stable, secure, real-time system may allow for interfacing the cloud with the human brain. One promising strategy for enabling such a system, denoted here as a “human brain/cloud interface” (“B/CI”), would be based on technologies referred to here as “neuralnanorobotics.” Future neuralnanorobotics technologies are anticipated to facilitate accurate diagnoses and eventual cures for the ∼400 conditions that affect the human brain. Neuralnanorobotics may also enable a B/CI with controlled connectivity between neural activity and external data storage and processing, via the direct monitoring of the brain’s ∼86 × 109 neurons and ∼2 × 1014 synapses. Subsequent to navigating the human vasculature, three species of neuralnanorobots (endoneurobots, gliabots, and synaptobots) could traverse the blood–brain barrier (BBB), enter the brain parenchyma, ingress into individual human brain cells, and autoposition themselves at the axon initial segments of neurons (endoneurobots), within glial cells (gliabots), and in intimate proximity to synapses (synaptobots). They would then wirelessly transmit up to ∼6 × 1016 bits per second of synaptically processed and encoded human–brain electrical information via auxiliary nanorobotic fiber optics (30 cm3) with the capacity to handle up to 1018 bits/sec and provide rapid data transfer to a cloud based supercomputer for real-time brain-state monitoring and data extraction. A neuralnanorobotically enabled human B/CI might serve as a personalized conduit, allowing persons to obtain direct, instantaneous access to virtually any facet of cumulative human knowledge. Other anticipated applications include myriad opportunities to improve education, intelligence, entertainment, traveling, and other interactive experiences.   • China has developed a new portable laser weapon that can zap a target from nearly a kilometre away

    The ZKZM-500 laser assault rifle is classified as being “non-lethal” but produces an energy beam that cannot be seen by the naked eye but can pass through windows and cause the “instant carbonisation” of human skin and tissues.
    Ten years ago its capabilities would have been the preserve of sci-fi films, but one laser weapons scientist said the new device is able to “burn through clothes in a split second … If the fabric is flammable, the whole person will be set on fire”.

    “The pain will be beyond endurance,” according to the researcher who had took part in the development and field testing of a prototype at the Xian Institute of Optics and Precision Mechanics at the Chinese Academy of Sciences in Shaanxi province.
    The 15mm calibre weapon weighs three kilos (6.6lb), about the same as an AK-47, and has a range of 800 metres, or half a mile, and could be mounted on cars, boats and planes.
    It is now ready for mass production and the first units are likely to be given to anti-terrorism squads in the Chinese Armed Police.
    In the event of a hostage situation it could be used to fire through windows at targets and temporarily disable the kidnappers while other units move in to rescue their captives.
    It could also be used in covert military operations. The beam is powerful enough to burn through a gas tank and ignite the fuel storage facility in a military airport.
    Because the laser has been tuned to an invisible frequency, and it produces absolutely no sound, “nobody will know where the attack came from. It will look like an accident,” another researcher said. The scientists requested not to be named due to the sensitivity of the project.

    The rifles will be powered by a rechargeable lithium battery pack similar to those found in smartphones. It can fire more than 1,000 “shots”, each lasting no more than two seconds.
    The prototype was built by ZKZM Laser, a technology company owned by the institute in Xian. A company representative confirmed that the firm is now seeking a partner that has a weapons production licence or a partner in the security or defence industry to start large-scale production at a cost of 100,000 yuan (US$15,000) a unit.
    Given their potential for misuse, the design and production of the devices will be tightly monitored and the only customers will be China’s military and police.
    A technical document containing basic information about the weapon was released last month on the Public Service Platform for National Civil-Military Integration, a website run by the central government to facilitate collaboration between the military and commercial sectors.
    Chengdu Hengan Police Equipment Manufacturing company, a major hardware supplier for Chinese law enforcement agencies, also released a laser “machine gun” last month.
    The weapon has a range of 500 metres and it can fire several hundred shots per charge, according to the company’s product brochure.
    Only a decade ago, such powerful laser weapons were something out of science fiction. In 2009 a US attempt to design a handheld laser gun resulted in something that “only works on nudists” because its beam was too weak to even penetrate a shirt.
    But in 2015 Beijing upped the ante with a two billion-yuan fund to develop compact, powerful laser devices – an unprecedented budget for the field and one that triggered concerns in the US and other Western nations.
    In recent years US forces operating in strategically important areas such as the Indian Ocean and the South China Sea have complained that they have been subjected to an increasing number of laser attacks from Chinese military bases or vessels that look like fishing boats.
    Last month, the US government lodged a formal complaint that a “weapons-grade” laser device fired from a Chinese naval base in Djibouti had left two military pilots with minor eye injuries.
    Wang Zhimin, associate researcher at the Research Centre for Laser Physics and Technology at the Chinese Academy of Sciences in Beijing, said technological improvements in recent years meant scientists were able to develop smaller and more powerful devices in the same way that mobile phone manufacturers had done.
    “This is no longer science fiction. They are already a fact of life,” he said.
    In the early days, due to technical limits, it was necessary to fire several beams and get them to converge on a target to cause any damage. They also needed a precise distance reading to have any chance of working.
    Furthermore, the only devices available were slow, bulky and heavy, had a short range and required enormous supplies of power.
    But the latest devices fire a single beam and can cause as much damage as large, truck-mounted laser cannons would have done.
    But these developments increase the risk that the weapons could more easily fall into the hands of criminals and terrorists who could exploit their destructive capacity, for instance by conducting arson attacks without being detected.
    Wang, who was not involved in the Xian project, warned that allowing these weapons to proliferate could be a threat to all countries.
    There are no specific international protocols in place to regulate the development or use of this type of laser weapon.
    The United Nations Protocol on Blinding Laser Weapons, initiated in 1980 and signed by over 100 nations, concentrates on earlier generation weapons and prohibits the use of those that could cause permanent loss of eyesight.
    The document on Chinese government website classifies the ZKZM-500 as a “non-lethal weapon”, meaning they are deemed less likely to kill a living target than something explicitly designed to do so, such as a gun.
    The lasers cannot kill a target with a single shot, but if fired at a person for long enough the weapons would start to burn a hole in their body, cutting through them like a surgical knife.
    Researchers stress that scientists in this field generally agree it would be inhumane to use more powerful weapons that could “carbonise” a living person.
    The US Navy has a laser too.
    Instead the document lays stress on the non-lethal applications of the technology.
    For instance it says law enforcement could counter “illegal protests” by setting fire to banners from a long distance.
    It also says protest leaders could be targeted by setting fire to their clothing or hair which, the document says, would mean they lose “the rhythms of their speech and powers of persuasion”.
    But one Beijing police officer said he would prefer to stick to more traditional crowd-control methods such as tear gas, rubber bullets or electrical stun guns, such as tasers.
    “The laser burn will leave a permanent scar,” he said. He said it would be a “horrid sight” that risked causing panic or transforming a peaceful protest into a riot.

    Die Teilnahme an der Konferenz ist abhängig von einer Einladung durch den Vorsitzenden und die beiden ehrenamtlichen Generalsekretäre, die nach Beratung und Empfehlung des Lenkungsausschusses erfolgt.     I get a lot of readers from Russia, the Ukraine and elsewhere who seek information about the CIA phone hacking and then, influence operations, propaganda and gang stalking operations.
    While much has been written in the last decade about “far right” groups of “organized thugs” who stalk and harass people, it is important to note that the left is doing this today as the right has lost power-due to tactical assault like OGS. And the left has done this before as well- Stalin’s Russia, Hitler’s Germany (the blur between Jews who profited from the Holocaust one way or another is striking, as we see some Jews today encouraging racism and stalking), and Italy under Mussolini, in short, anywhere there was totalitarianism,or fascism there is OGS (Organized Gang Stalking)..“

    And targeted individuals were as likely to be high level politicians as they were opposition candidates, or even low level drug dealers with an “in” to the “party circuit” or other social circles. These people who get stalked are what is called “influencers” and while they are the people who suffer the most in OGS, it is really the “larger audience” that is the actual target-the people who the “influencer” can influence. This larger audience is called the “targeted audience” aka the “TA.”“

    „We are contacted all the time by people asking for how they can refute the arguments of those who believe that the world is overpopulated. So we have decided to create a short primer called
    “How to Debunk the Myth of Overpopulation in Three Easy Steps.”
    Before we start, however, let’s define overpopulation. Overpopulation describes a situation where the number of people exhausts the resources in a closed environment such that it can no longer support that population.
    Let’s imagine that our PRI offices were to suddenly become a closed environment, with nothing allowed in our out. Obviously, I and my colleagues would exhaust the available resources very quickly: The water cooler would be drained dry, the refrigerator would be emptied out, and the oxygen would be all used up.
    Obviously, my office has too many people for its natural resources, but I haven’t started trying to eliminate my co-workers to ensure my own survival. I haven’t launched a sterilization campaign against my younger colleagues or encouraged my older colleagues to jump out of the windows. Why?
    Well, of course I am constrained by Catholic moral teaching. But aside from that, I know that my office is not a closed environment. Neither are most instances cited by overpopulation zealots, such as crowded cities or poor countries. None of these are closed environments.
    Other instances of phony overpopulation occur when humans create artificially closed environments. If someone locked me in my office, most people wouldn’t blame my resulting demise on “the overpopulation of the office” but on the cruel person who locked me in. Similarly, if government policies prevent food from being transported to where it is needed, or distributed to those who are hungry, “overpopulation” is not to blame. It’s the policy, stupid.
    In addition, overpopulation is defined as a problem created by the numbers of people, not their behaviors. If every person demanded his or her own continent or island, the world would seem “overpopulated” very quickly.
    Let’s keep these things in mind as we consider the argument that the earth, as a closed environment, is overpopulated. Is Spaceship Earth (as they like to call it), running out of resources? Let’s evaluate:
    1) “Food: there isn’t enough!” Since the time of Thomas Malthus, who lived in the early 1800s, doomsayers have gloomily predicted that mankind would outbreed its food supply, resulting in catastrophic famines. Yet the world currently produces enough food to feed 10 billion people, and there are only 7 billion of us. That is, with 7 billion human minds at work, we produce enough food for 10 billion human bodies. Imagine how much food we can produce with 10 billion minds!
    “But there are still hungry people in the world!” Yes, hunger remains a problem in some parts of the world, but it is not caused by the number of people. Commenting on the recent Somali famine, Oxfam, an international humanitarian organization, stated, “Famines are not natural phenomena, they are catastrophic political failures.”
    “Well, we got lucky with the Green Revolution, and food production shot up, but we can’t count on something like that to occur again!” Why not? There is no reason to think that we are running out of human ingenuity. If anything, a larger population means more opportunities for the kind of scientific collaboration and increased specialization that results in such scientific leaps forward.
    “Ok, but humans now eat higher up the food chain that we used to. We can’t keep that up and still have enough for everyone!” Sure, people in the developed nations eat more meat, which require much more energy input per calorie eaten than if we ate grains and plant proteins. But that doesn’t mean that we will run out of food. We are eating higher energy foods because they are relatively cheaper than they used to be—and prices don’t fall when goods are scarce. The falling price of high energy foods indicates that they are becoming more plentiful, not less so. According to the World Education Service, “world agriculture produces 17% more calories per person today than it did 30 years ago…This is enough to provide everyone in the world with at least 2,720 kilocalories (kcal) per person per day.”
    2) “We are running out of water!” The earth is awash in water. Oceans cover 70 percent of the planet’s surface to an average depth of 6,000 feet. That’s why the earth looks blue from space. You cannot use up or destroy water; you can only change its state (from liquid to solid or gas) or contaminate it so that it is undrinkable.
    “That’s a great theory, but if I’m thirsty, theory doesn’t mean much to me. There is not enough fresh water for everyone!” There is! Since 1900, freshwater withdrawals (i.e. production of usable water) have increased much faster than the human population has increased. Freshwater withdrawals have increased seven-fold since 1900 while the world population has increased only four-fold.[2] This suggests our ability to access usable water increases faster than population growth.
    “Tell that to the people living in the Sahel!” You’re correct, lack of water is a serious humanitarian issue. But it is not an overpopulation issue. Water, although plentiful, can be difficult to move to those who need it, hence local water scarcity. As Karen Bakker (2003) states: “Water is one of the heaviest substances mobilized by human beings in their daily search for subsistence….Water is expensive to transport relative to value per unit volume, requiring large-scale capital investments in infrastructure networks which act as an effective barrier.” In other words, we need more dams, canals, and pipelines, not more abortion, contraception and sterilizations.
    3) “But we’re growing exponentially!” Um,…No. We’re not. We are growing, but definitely not at an exponential rate. In fact, our rates of growth are declining. Between 1950 and 2000, the world population grew at a rate of 1.76%. Between 2000 and 2050, it is expected to grow by 0.77 percent.[3] So yes, because 0.77 is greater than zero, it is a positive growth rate, and the world population will continue to grow.
    Most of this growth will come from developing countries—their life expectancies are expected to shoot up in the next 50 years, contributing to their population growth. Africa’s growth is not something to worry about.
    Europe’s decline, however, is something to worry about. A UN report titled “World Population to 2300” paints a picture of Europe’s future if European fertility rates don’t rise above current levels: “The European Union, which has recently expanded to encompass 452-455 million people (according to 2000-2005 figures) would fall by 2300 to only 59 million. About half the countries of Europe would lose 95 per cent or more of their population, and such countries as the Russian Federation and Italy would have only 1 per cent of their population left.” In other words, the French, German, Italians and British will virtually cease to exist. Arrivederci, Roma!“

    – Human knowledge can be passed on through the written and spoken word in ways that evolutionary or biological advantages can’t be.
    – Demographers estimate that at least 20 billion people lived on earth between the years 8000 B.C. and 0 A.D. (That’s right, the idea that half of all people who have ever lived are alive currently is a myth!)
    – Plankton make up 3 times more biomass than all 7 billion humans combined.
    – About 48% of all people live in a country with below-replacement fertility.
    – The global total fertility rate is 2.53 children per woman.
    – By 2050, Nigeria is projected to have a larger population than the United States.“
