Vorbeugung bedeutet: Prophylaktische Überwachung aller Bürger, denn jeder ist ein potentieller Straftäter, der je irgendwann einmal auf die Idee kommen könnte, Böses zu tun.

    Der kriminalpolizeiliche Anspruch, dem Verbrechen so vorzubeugen, ist nicht nur maßlose Selbstüberschätzung, sondern er läuft dazu auf das hinaus, was die Polizei laut Gesetz nicht darf: Vorfeldermittlungen durchführen, Geheimdienstarbeit leisten.
