„UN Starts Investigation to Ban Cyber Torture“

UN Human Rights Council (HRC) Special Rapporteur on torture revealed during the 43rd HRC that Cyber technology is not only used for internet and 5G. It is also used to target individuals remotely – through intimidation, harassment and public shaming.
„Psychological torture is being exploited by states to circumvent the more widely understood ban on physically inflicting pain and may open the way to a future of “cybertorture”, the UN torture rapporteur has said.“
On the 28th of February in Geneva, Professor Nils Melzer, UN Special Rapporteur on Torture and other Cruel Inhuman Degrading Treatment and Punishment, has officially confirmed that cyber torture exists and investigation is now underway on how to tackle it legally.
Electromagnetic radiation, radar, and surveillance technology are used to transfer sounds and thoughts into people’s brain. UN started their investigation after receiving thousands of testimonies from so-called “targeted individuals” (TIs).
Professor Nils Melzer is an expert in international law and since 2016 he holds the Human Rights Chair at the Geneva Academy of International Humanitarian Law and Human Rights. His team has found evidence that Cyber technology is used to inflict severe mental and physical sufferings.
“Judges think that physical torture is more serious than cruel, inhuman or degrading treatment,” he told the Guardian on 21 February. “Torture is simply the deliberate instrumentalization of pain and suffering.” These psychological torture methods are often used “to circumvent the ban on torture because they don’t leave any visible marks”.
Cyber psychological systems like cognitive radio are used to interrupt human perceptions and memory. They can also be used to spy on people violating personal integrity which could lead to corruption and slavery in society. Cyber torture is also called no-touch torture or brain-machine interface.
One way to handle this situation is to regulate new technologies and use AI control mechanisms by independent and impartial investigators. The evidence gathered could then be used to convict criminals easier and quicker in the future.
Professor Meltzer and his team is now underway to create an international legal framework covering cyber technologies that can cause torture which previously was hard to prove. In the future it may be necessary to establish Radio Frequency Spectrum police in order to protect humanity from cyber terrorism. Nils Meltzer also revealed to me personally that the HRC will release several reports on this subject soon in the future.

Groundbreaking news from Magnus Olsson, Director of EUCACH, the European Coalition Against Covert Harassment who
met and spoke with United Nations Human Rights Council Special Rapporteur for Torture, Professor Nils Melzer, in
Geneva recently, on the occasion of the 43rd Regular Session of the Human Rights Council, on Feb 28, 2020, where
Professor Melzer spoke of Psychological Torture and No-Touch Torture, and informed Mr. Olsson the UN Human Rights
Council would be further investigating and reporting soon on matters of cybertechnology use to inflict torture,
which thousands of “Targeted Individuals” have been insistently reporting as bio-hacking and neuro-hacking crimes,
worldwide.
In his UN Report released on 14 February, 2020 (Click on A/HRC/43/49 at this List of Reports) prior to his
presentation at the HRC in Geneva, Professor Melzer has for the first time drawn special attention to
cybertechnologies and the unsettling phenomenon of governments worldwide investing today in “methods of torture
which can achieve purposes of coercion, intimidation, punishment, humiliation or discrimination without causing
readily identifiable physical harm or traces.”

Professor Melzer has stated in this report that the current resurfacing of unethical Cold War/MK ULTRA-derived
interrogational technologies under cover of euphemistic labels such as special interrogation for purposes of
“counter-terrorism” and “deterrence”-based detainment” has coincided with “new and emerging technologies (which)
give rise to unprecedented tools and environments of non-physical interaction which must be duly considered in the
contemporary interpretation of the prohibition of torture.”
This precedent-setting report–which will be further reported at this site and can be read in full here–focuses on
aspects of Psychological Torture but makes specific reference to mind-control experimentation and to the need for
an expanding treatment of the prohibition of torture and international legal obligations in light of such new
technologies as “artificial intelligence, robotics, nano- and neurotechnology, or pharmaceutical and biomedical
sciences including so-called “human enhancement.”
Years, indeed decades, of public ignoring of victim testimonials regarding remote access and torture of their
bodies and brains with radiation/acoustic neuroweaponry appear to finally be receiving significant international
attention, as this report from Nils Melzer reveals.

THE SENTIENT WORLD SIMULATION: UPLOADING YOUR MIND TO A DIGITAL WORLD
It was with the development of the first supercomputers, system for controlling the mind, brain and behavior was established. This was a part of the new science of cybernetics, which became public 1948 when the American professor Norbert Wiener published his book with the same title. The researchers’ project of mind control is most often classified as behavior or cognitive manipulation. Already from the beginning, more than half a century ago, it was possible to intercept thoughts, memories, and sensory functions such as sight or hearing. Cybernetics was also the first science that could not only measure and analyze what it came in contact with, but also change these processes. From the early beginning it was a debate about the issue.
The scientific magazine Science had 14-pages in their 1956 November issue under the heading “Some Issues Concerning the Control of Human Behavior”, and Professor Carl R Rogers said: “We can choose to use our growing knowledge to enslave people in ways never dreamed of before, controlling them by means so carefully selected that they will perhaps never be aware of their loss of personhood”. He added the possibility for political use: “Of all the dictatorships espoused by utopists, this is the most profound, and incipient dictators might well find in this utopia a guidebook of political practice…”but mentioned the probable misuse in democratic countries. This scared many. In the USA books were published, articles written and speeches held by leading people about the danger. The threat of exploitation of humans by a remote control technology became apparent. The American professor of psychiatry Joost Meerloo, released his book “The Rape of the Mind” (1956) in which he said:“The tragic facts of political experiences in our age make it all too clear that applied psychological technique can brainwash entire nations and reduce their citizens to a kind of mindless robotism which becomes for them a normal way of living.”
The EU´s Ethical Board with the Swedish Professor Hermerén as chairman protested and wrote in their 2005-declaration to the EU-Commission: “Implants used for changing the identity, memory, self perception and perception of others should be forbidden”. But the Swedish military research (FOI) declares in their report of activities that their aim is to direct the cognitive functions of people for a life time: “FOI develops systems with emphasis on the interaction between people and technology. The goal is that the systems be designed that human cognitive potential, i.e. the ability to perceive, understand, and sorting information can be utilized for´maximum system effect.” An implanted nightmare of this new kind will become permanent if not made public by mass media. This development can only continue as long as it takes place without public knowledge. Journalists, social activists and sensible politicians, among others, will not want to live their lives with an electronic leash attached to their brain, like a kind of cattle, any more than the rest of the population do. It has to be the responsibility of all of us to make this public if we want to live as human beings, in freedom and with human rights in the 21st century here on Earth.

Bundeskanzlerin Angela Merkel erklärte gestern auf einer Pressekonferenz, ihre Regierung gehe davon aus, dass sich
60 bis 70 Prozent der Bevölkerung mit dem Coronavirus CoV-19 infizieren werden. Die Gleichgültigkeit gegenüber dem
Schicksal von Millionen, die in ihrem Statement zum Ausdruck kam, ist atemberaubend.
Sie erklärte, dass man verstehen müsse, „wenn das Virus da ist und noch keine Immunität der Bevölkerung gegenüber
diesem Virus vorliegt, keine Impfmöglichkeiten existieren, auch noch keine Therapiemöglichkeiten, dass dann ein
hoher Prozentsatz – Experten sagen, 60 bis 70 Prozent – der Bevölkerung infiziert werden, solange dieser Zustand
so bleibt.“
Viele der grundlegenden Tatsachen über das Virus sind noch immer nicht allgemein bekannt. Merkel vermied es, klar
zu benennen, welche erschreckenden Implikationen ihre Erklärung beinhaltet. Fünf bis 20 Prozent der Coronavirus-
Patienten erkranken an einer akuten Lungenentzündung. Ihr Überleben hängt davon ab, dass sie eine
intensivmedizinische Versorgung und künstliche Beatmung erhalten. Wenn zwischen 48 und 56 Millionen Menschen in
Deutschland an Covid-19 erkranken, benötigen bis zu 11 Millionen eine Intensivbehandlung. Mit weniger als 500.000
Krankenhausbetten und einer Million Krankenpflegerinnen und -pflegern würde das Gesundheitssystem in Deutschland
in dieser Situation rasch zusammenbrechen. Millionen Erkrankte, die verzweifelt nach Hilfe suchen, würden ihrem
Schicksal überlassen. In Europa und weltweit würde die Zahl der Todesfälle auf mehrere Dutzend Millionen
ansteigen.
Experten haben mehrfach betont, dass es sich bei der Schätzung, dass sich bis zu 70 Prozent der Menschheit
infizieren könnten, nicht einfach um eine Vorhersage handelt. Vielmehr ist es eine wissenschaftlich fundierte
Warnung vor den Folgen, wenn nicht umgehend weitreichende Maßnahmen getroffen werden, um ein derart gewaltigen
Verlust an Menschenleben zu verhindern.
Der Coronavirus-Experte Dr. Richard Hatchett warnte im Interview mit dem britischen Sender Channel 4, dass sich
zwischen 50 und 70 Prozent der Menschheit infizieren könnten. Weiter sagte er: „Ich mache nicht gerne Vorhersagen.
Es ist wichtig, über das Potenzial des Virus‘ zu sprechen, damit man verstehen kann, wie gefährlich die Bedrohung
ist. Es kommt auf die Gesellschaften der einzelnen Länder an, wie sie auf das Virus reagieren.“
Hatchett betonte, es sei möglich, das Coronavirus zu bekämpfen, und verwies auf die sinkende Zahl neuer Fälle in
China, Singapur und Hong Kong. Dort haben strenge Maßnahmen in den Bereichen Tests, Überwachung und Quarantäne die
Ausbreitung der Krankheit durch die Isolierung und Behandlung der Erkrankten weitgehend gestoppt. Hatchett
erklärte: „Das Virus ist da. Es hat enormes Potenzial, Schäden anzurichten und eine hohe Zahl an Erkrankten und
sogar Toten zu verursachen. Aber es ist nicht so, dass ein solches Szenario unausweichlich ist.“
Mit ihrer Presserklärung widersprach Merkel den Ratschlägen der Experten direkt. Sie erklärte, man müsse die
Gewissheit akzeptieren, dass sich das Virus weiter unkontrolliert ausbreiten und schwere Schäden anrichten werde.
Es ist bedeutsam, dass sie nicht zu einer massiven und weltweiten Mobilisierung von Ressourcen, der Wirtschaft und
von medizinischem Personal aufrief, um die Pandemie weltweit zu bekämpfen. Stattdessen erklärte sie, Deutschland
müsse eine „Überlastung“ seines Gesundheitssystems mit Coronavirus-Patienten vermeiden.
Wenn man wisse, so Merkel, „dass es besondere Gruppen in der Bevölkerung gibt, nämlich Ältere und Menschen mit
Vorerkrankungen, die einen schwereren Verlauf dieser Viruserkrankung haben können, dann bedeutet das, dass das
Vorgehen davon bestimmt sein muss, dass wir unser Gesundheitssystem nicht überlasten.“
Wie dies geschehen solle, erklärte Merkel nicht. In Frankreich weisen Krankenhäuser schon jetzt jüngere
Coronavirus-Patienten ab, um sich auf die Behandlung älterer, besonders gefährdeter Patienten zu konzentrieren. In
den Krankenhäusern in Italien werden Beatmungsgeräten inzwischen nur noch bei jüngeren Patienten eingesetzt,
wodurch schwer erkrankte Patienten über 80 dem Tod überlassen werden. Wenn sich 70 Prozent der Menschheit mit dem
Virus infizieren, bedeutet ein Vorgehen, durch das eine „Überlastung“ der Krankenhäuser vermieden werden soll,
dass allein in Deutschland dutzenden Millionen Menschen die medizinische Behandlung verwehrt wird.
Die Arbeiterklasse muss alarmiert werden. Nur durch den Einsatz von Quarantäne und massiver finanzieller Mittel im
Gesundheitssektor kann eine katastrophale Pandemie verhindert werden. Dafür ist es notwendig, die Arbeiterklasse
politisch unabhängig in Kämpfen zu mobilisieren. Dass dies derzeit nicht geschieht, liegt in erster Linie daran,
dass eine solche Mobilisierung den finanziellen und politischen Interessen der herrschenden Klasse zuwiderlaufen
würde. Über Jahrzehnte hat diese durch unablässige Sparmaßnahmen, die insbesondere das Gesundheitssystem und
andere wichtige soziale Dienste getroffen haben, enormen Reichtum angehäuft und Polizei und Militär aufgerüstet.
Merkels „Prioritäten“, die sie in der Pressekonferenz auflistete, stehen mit dieser Politik in engem Zusammenhang.
Sie erklärte: „Wichtig ist, dass alle staatlichen Ebenen arbeiten können. Das gilt für die Polizei, das gilt für
die Bundeswehr, das gilt für die kritische Infrastruktur, das gilt für politische Entscheidungen, dass die

Solche Erklärungen zeigen nicht einfach Inkompetenz, sie sind politisch kriminell. 75 Jahre nach dem Untergang des
Dritten Reichs herrscht innerhalb der Finanzaristokratie eine faschistoide Haltung gegenüber der Arbeiterklasse,
die an den Umgang mit den Galeerensklaven im antiken Rom erinnert: Arbeite bis du stirbst.
Nachdem die Wirtschaftsoligarchie das wirtschaftliche Leben seit dem Wall-Street-Crash von 2008 durch Austerität
organisiert hat, um ihre eigenen Aktienportfolios durch Finanzspritzen in Billionenhöhe aufzublähen, ist sie nun
bereit unzählige Millionen Arbeiter sterben zu lassen, solang ihre eigene Gesundheit und ihre enormen
Papiervermögen gesichert sind. In einem Artikel unter der Überschrift „Ausbruch des Coronavirus: Superreiche
setzen sich in Katastrophenbunker ab“ („Super-rich jet off to disaster bunkers amid coronavirus outbreak“)
berichtete der britische Guardian, wie die Reichen „Privatjets“ chartern, die sie zu „Ferienhäusern oder extra
angelegten Katastrophenbunkern“ bringen. Sie ergriffen die Flucht aus Europa, um der „Einführung landesweiter
Quarantänemaßnahmen nach italienischem Vorbild“ zu entkommen.
Ohne Zweifel betrachten bedeutende Teile der herrschenden Klasse das Coronavirus als Geschenk Gottes. Der Tod von
Millionen Alten und Kranken würde neue Kürzungsrunden im sozialen Bereich ermöglichen und weitere Milliarden in
die Taschen der Wirtschaftseliten spülen. Diese Sicht liegt dem faschistoiden Anfall des CNBC-Finanzkommentators
Rick Santelli von letzter Woche zugrunde. Santelli erklärte, man solle „einfach mal alle dem neuen Coronavirus
aussetzen“, da die langfristige Unsicherheit der Märkte über das mögliche Ausmaß der Ausbreitung, „die
Volkswirtschaften und die Weltwirtschaft ins Chaos stürzt“.
Die Arbeiter in Europa und weltweit können ihr Schicksal nicht der historisch bankrotten herrschenden Klasse
überlassen. Sie brauchen ein Programm, auf dessen Grundlage sie eine katastrophale Pandemie verhindern können. Zu
den entscheidenden Forderungen gehören:
Kostenlose und hochwertige Behandlung für alle! Es müssen Ressourcen bereitgestellt werden, um alle Menschen,
unabhängig von Einkommen und Krankenversicherung, auf dem höchsten Niveau medizinisch zu versorgen. Ältere
Menschen, Gefängnisinsassen, Obdachlose und Flüchtlinge, die in unhygienischen Lagern festsitzen, benötigen
umgehend besondere Schutzmaßnahmen.
Quarantäne zur Eindämmung des Virus! Um Millionen Menschen in den kommenden Wochen und Monaten vor Infektion und
Tod zu schützen, müssen alle notwendigen Quarantänemaßnahmen eingesetzt werden. Gleichzeitig müssen die
demokratischen Rechte und die persönliche Würde aller Menschen respektiert werden. Arbeiter, Kleinunternehmer und
ihre Familien, die aufgrund von Quarantäne zuhause bleiben, müssen soziale Unterstützung, Nahrungsmittel und Güter
des täglichen Bedarfs erhalten.
Für den Aufbau unabhängiger Betriebs- und Nachbarschaftskomitees! Arbeiter müssen sich zur Koordinierung und
Mobilisierung ihrer kollektiven Stärke unabhängig organisieren, um sicherzustellen, dass die notwendigen Maßnahmen
ergriffen werden. Das Schicksal der Menschheit darf nicht dem Polizeistaat der Finanzaristokratie überlassen
werden, deren einziges Ziel darin besteht, die Aktienmärkte und ihr Vermögen zu schützen.
Ein Gesellschaftssystem, das nicht nur dabei versagt, die Gesundheit der Bevölkerung sicherzustellen, sondern den
Tod von Millionen ungerührt mit einkalkuliert, muss beseitigt werden. Die kapitalistische herrschende Klasse
entzieht sich jeglicher Reformen. Für die Arbeiterklasse ist die sozialistische Umgestaltung der Gesellschaft
jetzt eine Frage von Leben und Tod.“

Was die menschliche Gesundheit betrifft, konnten Barium und Strontium-basierte Piezokristalle als der übertragbare Erreger des Rinderwahns identifiziert werden7.
Die Pathogenese beginnt mit der Zerstörung des Tubulin, das die Nervenenden schützt, was in den meisten Fällen durch Quecksilber verursacht wird.
Liegt gleichzeitig ein Kupfermangel vor, zerfallen die Nervenbahnen. Kupfermangel entsteht entweder in natürlichen Kupfermangelgebieten9, oder wie im Fall der BSE-Epidemie in Großbritannien im Jahr 1983 durch die Verabreichung eines TCP-haltigen Kupferziehenden Chelats, das Inhaltsstoff einer gesetzlich vorgeschrieben InsektizidBehandlung von Nutzvieh war. Seit 1982 war es für britische Farmer gesetzlich vorgeschrieben, ihr Nutzvieh gegen einen Hautparasiten zu behandeln. Das Mittel wurde äußerlich im Nacken der Tiere aufgetragen. Es trug den Namen Phosmet. Die chemische Verbindung war ursprünglich von den Nazis während des Zweiten Weltkrieges als chemischer Kampfstoff entwickelt worden. Die Geschäftsleute erkannten schon bald das wirtschaftliche Potential dieser Chemikalie, und nach dem Krieg wurde sie durch ICI exklusiv als Pestizid in der Landwirtschaft vermarktet. Später wurde es in Zeneca umbenannt10. Unter dem Einfluss dieses Mittels zerfällt das freigelegte Nervengewebe in Protein-Prion-Kettenglieder, und rekombiniert zu Protein-PrionBarium/Strontium/Silber/Mangan-Ketten. Dieses neu gebildete Nervengewebe kann sich dann mit dem Barium oder Strontium an der Oberfläche von Piezokristallen die im Gewebe verfügbar sind verbinden, und so artifizielle neuronale Knoten formen, die durch elektrische oder akustische Felder aktiviert werden können11. Die Biochemie dieses Krankheitsbildes wurde von Mark Purdey anhand der Mikroskopie von Querschnitten der Gehirne erkrankter Rinder beschrieben.

Hightech-Chemtrails mit Barium-Strontium-Titanat? Ein Experiment mit tödlichem Beigeschmack?
Barium-Strontium-Titanat ist ein ferroelektrischer Hightech-Stoff. Ferroelektrizität beschreibt die Eigenschaft, dass Stoffe mit einem elektrischen Dipolmoment durch das Anlegen eines äußeren elektrischen Feldes die Richtung der spontanen Polarisation ändern. Ferroelektrizität kommt nur in Kristallen vor, in denen die kristalline Symmetrie eine polare Achse zulässt. Ferroelektrische Stoffe sind immer auch piezoelektrisch. Piezokristalle sind Kristalle, die zwischen zwei verschiedenen Gitterstrukturen springen und dabei ihre elektrischen Eigenschaften spontan ändern können. Durch Anlegen einer elektrischen Spannung kann eine Verformung dieser Kristalle erreicht werden. Die Aufsummierung über das damit verbundene elektrische Feld in allen Elementarzellen der Kristalle führt zu einer messbaren elektrischen Spannung. Die Kristalle sind transparent, absorbieren UV und refraktieren alle anderen Wellenlängen als strahlend weißes Licht.
Diese Kristalle eignen sich hervorragend, um das so genannte „Schutzschild“ um die Erde, das bereits im Hollywood-Streifen HIGHLANDER II eine Rolle gespielt hat, per Mausklick zu steuern – wie es gerade beliebt. Das Hightech-Kristall Barium-Strontium-Titanat ist daher – auch aufgrund von entsprechenden Patenten – in Verdacht geraten, im Rahmen des Chemtrailing (Geo-Engineering) versprüht zu werden. Diese Annahme wird durch die nahezu weltweit auffälligen Barium- und Strontiumwerte im Regenwasser gestützt. Da Titan im Vergleich zu Barium und Strontium ein Leichtgewicht ist, muss dieses nicht unbedingt im Regenwasser nachweisbar sein. Das Ergebnis unserer Regenwasseruntersuchungen, bei denen die Barium- und Strontiumwerte überraschten und Titan zumeist unter der Nachweisgrenze lag, spricht daher nicht gegen die Verwendung von Barium-Strontium-Titanat im Zuge des Chemtrailing.
Das Problem bei diesen Nanopartikeln soll sein, dass sie die Zellkommunikation schwer stören.Harald Kautz-Vella hat hierzu Folgendes geschrieben:
„Liest man die Patente aufmerksam durch, so fällt ins Auge, dass hier mit Wellen und ihren „time reversed replika“-Wellen gearbeitet wird, d.h. dass hier Skalarwellenphysik zur Anwendung kommt. Wenn die Kristalle auf diese Wellen mit physikalisch konventionellen Reaktionen antworten, dann fangen und streuen die Nanopartikel auch Biophotonen. Die interzelluläre Kommunikation und der Energieaustausch innerhalb von Biotopen ist auf den freien Austausch von Biophotonen angewiesen. Biophotonen sind bidirektionale Lichtwellen, komponiert aus eben jenen Wellen und ihren „time reversed replika“-Wellen, durch die Zellen auf räumliche Distanz miteinander verkoppelt sind, über die sie Information und Energie austauschen. Die bidirektionalen Biophotonen befinden sich optisch in gegenseitiger Auslöschung, quasi als stehende Lichtwelle, wodurch das Gewebe für sie transparent wird. Bringt man jetzt Kristalle in das System, die für genau diese Wellenformen sensibel sind, die sie aufnehmen und als weiβes, informationsloses, nicht-kohärentes, willkürlich polarisiertes und damit als nicht mehr verkoppelbares Licht refraktieren, so verendet die Zellkommunikation und der freie Energieaustausch innerhalb von Pflanzen, sobald die Welsbachpartikel in das Gewebe eingedrungen sind. Das gleiche passiert zwischen z. B. Pflanzen und den Mikroben im Boden. Dazu reicht es, wenn die Partikel an der Oberfläche der Pflanzen kleben oder sich im Zwischenraum verteilen. Man muss da nicht nur an Wiesen und Wälder denken, auch der Ozean könnte bezüglich Qualität und Quantität der Planktonproduktion in Mitleidenschaft gezogen werden, nur weil die Partikel im Wasser schweben und die Zellkommunikation innerhalb der Plankton-Biotope zerstreuen und zerstören.“Fazit:
Die versprühten piezoelektrischen Hightech-Nanopartikel aus Barium- und Strontiumverbindungen nicht nur toxisch sind, sondern durch die künstlich erzeugten elektrischen Spannungen auch noch direkt die Zellkommunikation von Menschen, Tieren und Pflanzen stören.
