Diese „vorbeugende Verbrechensbekämpfung“, jetzt festgeschrieben, ist für den Bundesdatenschutzbeauftragten Prof. Bull der „eigentliche Kasus Knaktus“. „Vorbeugung“ – das ist längst nicht mehr ein Markenzeichen für Zahnpasta, sondern das Zauberwort der Polizei, mit dem sie ihre Sammelwut gegen alle Kritiker verteidigt. Denn Prävention kann die Polizei logischerweise nur dann praktizieren, wenn sie die Bundesrepublik mit einem perfekten Informationssystem überzieht, einem System, nach dem sich die Nazis die Finger geleckt hätten. Die „aktive Verbrechensvorbeugung“ (BKA-Originalton) bedeutet: daß jede Lebensäußerung registriert und in Computern gespeichert wird, ohne daß eine konkrete Straftat auch nur in Sicht wäre. Vorbeugung bedeutet: daß jeder Grashalm im großen Heuhaufen so lange verdächtigt wird, registriert und observiert werden muß, bis er nicht den Beweis erbracht hat, daß er keine Stecknadel ist. Vorbeugung bedeutet: Prophylaktische Überwachung aller Bürger, denn jeder ist ein potentieller Straftäter, der je irgendwann einmal auf die Idee kommen könnte, Böses zu tun.

    Der kriminalpolizeiliche Anspruch, dem Verbrechen so vorzubeugen, ist nicht nur maßlose Selbstüberschätzung, sondern er läuft dazu auf das hinaus, was die Polizei laut Gesetz nicht darf: Vorfeldermittlungen durchführen, Geheimdienstarbeit leisten.

    Eine weitere Methode, mit der die formale Trennung zwischen Geheimdienst und Polizei umgangen wird, besteht in der Amtshilfe. Mit diesem Medium öffnet sich das BKA alle Türen und Computer.“
