Das Militär soll im Endeffekt vom Schlachtfeld oder anderen entfernten Orten aus einen besseren Zugang zu Daten und der Cloud bekommen. Der Vergabeprozess war von Verdachtsfällen der unzulässigen Einflussnahme begleitet, ein ehemaliger Amazon-Mitarbeiter arbeitete an dem Militärprojekt, trat wegen Interessenskonflikt zurück nur um wenig später das Verteidigungsministerium zu verlassen und wieder bei Amazon anzuheuern.
    Desweiteren soll Trump angeblich den Verteidigungssekretär Jim Mattis angewiesen haben Amazon davon abzuhalten sich für das Programm zu bewerben. Ein Amazon-Sprecher gab zu Protokoll, dass man über das Ergebnis überrascht sei. Eine detaillierter Analyse der Offerten beider Unternehmen „würde ganz klar zu einer anderen Schlussfolgerung führen“.
